Oregon RecFIN Integration Proposal Overview

Oregon Department of Fish and Wildlife's (ODFW) Oregon Ocean Salmon Fisheries Program (OSFP) agrees to work with Pacific States Marine Fisheries Commission's (PSMFC) Recreational Fisheries Information Network (RecFIN) to include data from the OSFP in RecFIN in a way to allow open access to both sample and estimate data on Oregon's ocean boat recreational fisheries within the RecFIN database system. The RecFIN database system is an open system in that it provides access via the internet to any and all parties.

Spatial/Temporal

The core survey of RecFIN is the MRFSS which has not done full sampling of Oregon boat mode recreational fisheries in July and August to avoid duplication of effort with the OSFP. The sampling rates of the ODFW program are higher then the MRFSS.

ODFW conducts sampling of recreational fisheries in the open ocean waters and marine estuaries of Oregon from about March through October in 10 significant boating ports along the coast. Only boat fishing is included.

MRFSS conducts sampling year around in all fishing modes at all fishing sites along the coast. However, sampling in July-August in ocean boats is reduced in extent and detail due to possible conflict with OSFP. Next year the MRFSS will be conducting an economic survey which will require full details in the sampling (except for perhaps measurement of the catch) but may still be held at reduced levels.

Data Elements

ODFW collects angler effort and catch on a per boat basis. Strata include port, boat type, trip type, species group and week. Salmon discards are recorded.

MRFSS samples individual anglers. Strata include two-month wave, state, fishing mode, marine area and species. Discards of all species are recorded.

Integration

OSFP recreational sample and estimates from July and August, including the buoy 10 fishery between the jetty and the hwy. 101 bridge will be used in addition to MRFSS sample and as a substitute for the estimates in the RecFIN system. Estimates made by OSFP are considered superior to the MRFSS in accuracy.

Sampling Conduct

The sampling conduct between the surveys differs fundamentally by level of angler aggregation. The MRFSS samples individual angler trips while the OSFP samples boats.

OSFP Sampling

This survey targets a port for all boats and conducts a both a census of boats by boat type and a sample of boat catch and effort. Sampling occurs five days a week with full time samplers assigned to individual ports. Weekend days are always sampled during the survey. Samplers record angler counts and species group counts for each boat using a pre-programmed hand-held data recorder. Species composition is tallied on weekly data sheets to allow post-stratification of the bottomfish species group estimates.

MRFSS Sampling

This survey targets individual anglers at fishing sites and conducts a sample of angler trips and catch. Sampling is distributed statewide proportional to effort by individual sites selected at random on a monthly basis. Samplers record household information as well as catch and effort data. A telephone survey of coastal households is conducted every two months.

Integration

Both surveys cooperate in the field to collect data. Samplers work together when possible. When not working together each sampler avoids boats/anglers already interviewed by the other worker to avoid unnecessary impact/conflicts on both the samplers work and angler perception. The OSFP sampler focuses mainly on getting all salmon counts and tags while the MRFSS sampler works on randomly sampling in the target fishing mode/boat type for the day.

When the MRFSS sampler is assigned to charter mode fishing the potential for interference is greatest due to the limited number of charter boats. Every effort to coordinate the sampling of an arriving charter boat will be made by cooperating samplers.

Estimates of Catch and Effort

Both programs estimate total trips by boat type but differ in many ways in both the estimation process as well as the frequency of estimation.

OSFP Estimates

This survey computes daily estimates of angler trips. Missing days in the sample are estimated and stratified on kind of day, weekend and weekday. Weekly estimates are made for the state and for port areas where regulations/quota require. The species groups include salmon species and halibut so that these estimates can be made on a regular basis. Weekly bottomfish composition are later used to estimate the individual species within groups. Weekly estimates are considered preliminary and final estimates are made annually in December.

MRFSS Estimates

This survey computes estimates every two-month wave. Wave estimates are considered preliminary and are made approximately one month after the end of a wave. Annual estimates are finalized about three months after the end of a year.

Integration

The estimates provided by OSFP will be used unchanged in the RecFIN system. Estimates will be summarized for angler trips and catch for ocean fishing in the two boat modes of charter and private. Estimators of variability will be absent and reported via metadata footnotes to RecFIN products containing these estimates. The variability of these estimates is understood to be much lower then the MRFSS at the two-month level.

Data Flow from OSFP to RecFIN

Sample

Summarized sample data and species composition at the weekly level will be transmitted to PSMFC monthly in July and August as DBase format files (.dbf).

Estimates

Preliminary estimates for July and August will be transmitted to PSMFC during September. The preliminary estimates will consist of species group and trip estimates for the entire coast excluding estuary catch and effort in charter and private boat fishing modes. Species composition may be post-stratified for the bottomfish groups.

Final estimates for July and August will be transmitted in December or January. The final estimates will be fully expanded to include estimates all species and trips for charter and private boat fishing. Final estimates may still be subject to re-estimation in the future by OSFP.

RecFIN Processing of OSFP Sample Data

RecFIN will process the OSFP sample data to conform with MRFSS data formats and sample allocation. This will require sub-sampling of the OSFP data to reflect the coastwide effort by site and expansion of the species groups by the weekly composition data. The result being that average cpue computed from the sample data would be as close as possible to that produced from MRFSS sampling procedures.

The exact procedure used for sub-sampling and post-stratifying the species groups will be worked out by the RecFIN Statistical Committee but will probably examine/utilize the following:

RecFIN Data Reporting

The RecFIN System includes several levels of reporting on data quality/revision. The sample data has both a raw and clean form and the estimates have a preliminary and final form. The form of the data is controlled centrally by wave, year, state, mode and area or whatever other strata or variables are available. This allows complete control of access and annotation of the various data products. Therefore, the data provided by OSFP can be either unavailable, raw or clean sample and/or preliminary or final estimates.

The sample data will be included in the RecFIN review process and be broken down by individual sampler and species. The data will be checked in our monthly and wave reports for quality/consistency. Any problems discovered will be reported to OSFP.
