Bag Frequency Program Updated

The BAG FREQUENCY program has been updated with new features and bug
fixes.

NEW FEATURES:
Bags may now be qualified by the presence of another species in the
bag. Putting a common name in the "qualify species" text box causes
bags without that species to be excluded from the sample data. The
estimates of catch are lowered in proportion to the reduction in
sample size. No percent catch reduction is calculated for this
operation.
A hypothetical bag limit may now be set. Any bags in the sample data
over the limit are reduced to the limit. The estimates of catch are
lowered in proportion to the reduction in sample size. The percent
catch reduction is calculated for this operation at any chosen summary
level and annotated in the chart.
BUGS FIXED:
Some fish from the CDFG CPFV (Party/Charter) survey are now excluded.
These are the fish that were measured but are beyond the count of fish
for the observed anglers. This affects the average final product only
slightly in the bag size equal zero class.
The program previously improperly merged the bags with fish with the
zero fish bags. Since the results were unpredictable, previous charts
were affected in unknown ways. Now the estimate of total fish matches
what we have in the summarize estimates tool.
The programs has been Y2K updated.
The program has been updated to run with SAS version 8.
