[RecFIN News] RecFIN data footnotes

The estimates from 1998 onward are currently all MRFSS estimates with
"complete" coverage. The footnotes have been modified to end omissions
and deficiencies in the data coverage from when they began through
1997. 

Methods are being developed to incorporate state's estimates and
sample information into RecFIN for these years of overlap while still
maintaining all the "necessary" data elements collected by the MRFSS.
