[RecFIN News] Version 2 of Summarize Sample Data Tool

Version 2 of the Summarize RecFIN MRFSS Sample Data tool is under
development and is available for testing and unlimited use. The new
version is much more data processing intensive and can summarize the
sample data at low (small small size) levels of analysis.

Version 2 adds two additional levels of summarization (tables and
second level rows) and calculates measures of variation (PSE [CV]). It
can also report number of observations (count of fish) by trip or by
hour. It can also calculate catch rates using only trips where the
species was caught. Units can be reported in numbers, kilograms,
pounds or millimeters. All combinations of the catch types can be
summarized. 

An option to utilize calculated weights (from measured lengths) in
addition to actual weights has been added.
